Job Description

Security Clearance: Secret Education/ Certification Mandatory: Master’s Degree international development, a social science or other AM&E related field. Work Experience Mandatory: Three (3) years of experience planning, designing and implementing assessment, monitoring and evaluation programs or projects in the security sector for a national organization, an NGO/IGO, the UN, or private industry. Two (2) years of experience developing assessment and evaluation strategies; designing tools for data collection such as survey instruments, data collection and reporting tools, analyzing the resultant data using quantitative and qualitative methods. One (1) year of experience supporting Evaluability Assessments. Eligibility for a SECRET security clearance. Work Experience Nice to have: Five (5) years of experience exporting, storing, cleaning, analyzing, and capturing metadata related to global indexes capturing elements of security sector reform (such as, but not limited to, Global Peace Index, Afro barometer, World Justice Project, Armed Conflict Location and Event Data Project). Three (3) years of experience producing written reports and developing platforms to present monitoring data such as dashboards or other updateable graphic presentations of data, and conducting, analyzing, presenting and incorporating program and activity evaluations. Two (2) years of experience coordinating interagency monitoring and evaluation efforts. Eligibility for a Top-Secret security clearance. Roles And Responsibilities: Conduct specific technical assignments related to partner nation assessments and monitoring plans. Supports collaboration, adaption, and learning (CLA) activities. Design templates and process maps for data collection and analysis. The contractor shall assist in the development of Socium AM&E toolsets to best interface with respective SA programs and SC activities. Performs duties as Socium organization data manager conducting routine quality control measure to ensure standardized AM&E production. Assists in planning and coordinating security cooperation SSCI development. Applies OSD Policy guidance including ensuring all required planning tools and products are completed, coordinated, and delivered on time. Engages with OSD Policy, DSCA, and respective security cooperation stakeholders on AM&E planning, implementation, and issues. Supports assigned branch operational needs to ensure AM&E mission success
